In Utah, there are numerous local and state laws that govern when and how pedestrians can use the roadways. These laws are developed with the safety of those on foot in mind.
Although intersections are considered pedestrian areas, not every intersection has a marked crosswalk. An intersection is supposed to be a safe and suitable place for a pedestrian to cross the roadway.
If a pedestrian is inside a crosswalk, the onus of responsibility is placed on drivers to slow down and yield the right of way. Due to the significant difference between the weight and size of a motor vehicle and the weight and size of a body, motor vehicles are required to defer to pedestrians under almost any circumstances.
Some intersections, however, such as ones with above-average speed limits, in large cities or other highly-populated areas, are usually equipped with bridges or skyways that offer safe passage for those on scooters, bicycles, and foot.
